Bay Fair TOD Specific Plan

Raimi + Associates led a multi-disciplinary team to prepare a Specific Plan for the 53-acre area around the Bay Fair BART station on the border of San Leandro and unincorporated Alameda County. The Plan provides a transformative vision for how three major shopping centers can transition over time into a dynamic, mixed-use transit village that incorporates open space, a range of housing types, office space, and community-oriented retail. The Plan's approach to land use is highly flexible and market-driven, focusing instead on development standards and guidelines for building form and pedestrian-oriented design. A critical component of the project was directly coordinating with many land owners in the area to ensure safe pedestrian crossings and access, implement architecture and urban design that activates public space, and support the area’s transition into a walkable mixed-use transit center. The project included targeted outreach and coordination with stakeholders, property owners, and city staff and elected officials, resulting in a user-friendly, graphically rich guide for the future of the Bay Fair area. community plan, and a detailed implementation program.
