R+A Helps Secure $262 Million to Create Affordable Housing and Clean Transportation in California

Raimi + Associates (R+A) provided affordable housing developers with technical assistance in preparing the greenhouse gas emission mitigation and climate adaptation measures for their Affordable Housing Sustainable Communities (AHSC) Round 8 grant program applications.

Raimi + Associates (R+A) supported the Enterprise Community Partners TA team to help applicants increase their greenhouse gas reductions and strengthen scores for applications to the Strategic Growth Council’s Affordable Housing Sustainable Communities (AHSC) program. Eight projects that R+A assisted were awarded funding: 712 Seagaze (Oceanside); Aspire Apartments (Oxnard); Avanzando San Ysidro (San Ysidro); Livingston B Street (Livingston); Mills Ranch Apartments (King City); Palm Villas at State (Hemet); Residences at Liberation Park (Oakland); and Sakura (Sacramento).

The projects were awarded a combined total of $262 million for a total of 852 new affordable housing units and associated improvements to active transportation, transit service, and shared mobility.

The winning projects are distributed statewide, including in the Central Valley and Inland Southern California. Five of the winning projects R+A assisted are located in disadvantaged communities. R+A is proud to support the creation of affordable, sustainable housing in communities across the state. Congratulations to all winners!


 

Descriptions of the winning projects assisted by R+A:

1. 712 Seagaze

The Oceanside-based project was awarded $48.7 million and is led by Pacific Southwest Community Development Corporation. The project:

  • Includes 179 affordable homes

  • Will include 1,500 square feet of retail space to provide dining options for both residents and community members

  • Will fund wayfinding at the Oceanside Transit Center along with urban greening at the platform, bus stop upgrades, and sprinter signal modernization.


2. Aspire Apartments

The Oxnard-based project was awarded $31.6 million and is led by Many Mansions. The project:

  • Includes 88 affordable homes

  • Will fund transit stop improvements, urban greening enhancements, improved bikeways, and vanpool vehicles


3. Avanzando San Ysidro

The San Ysidro-based project was awarded $33.7 million and is led by Hitzke Development Corporation. The project:

  • Includes 103 affordable homes across two sites

  • Will increase opportunities for San Ysidro residents to participate in social services, youth programs, environmental justice initiatives, economic development, advocacy, arts, and culture

  • Will fund enhanced light rail service, new bus shelters, biking infrastructure, and pedestrian pathways


4. Livingston B Street

The Livingston-based project was awarded $17.8 million and is led by Self-Help Enterprises. The project:

  • Includes 80 affordable homes

  • Will have an on-site health clinic, office space for social services, and a community center open to the public

  • The project will include the construction of new sidewalk and the repair of existing sidewalk and 10 ADA curb ramps, four miles of class III bikeways, bus shelters with at grade boarding infrastructure at five bus stops, and the purchase of five vanpool vehicles.


5. Mills Ranch Apartments

The King City-based project was awarded $11.7 million and is led by Community Housing Improvement Systems and Planning Association, Inc. (CHISPA). The project:

  • Includes 40 affordable homes focused on farmworker housing on multiple sites

  • Will include a community room and provide space for food bank services, GED, ESL, computer literacy, health, exercise, and computer classes

  • Will increase bike and pedestrian access to the future King City Multimodal Transportation Center


6. Palm Villas at State

The Hemet-based project was awarded $35.5 million and is led by Palm Communities, the City of Hemet, and Kingdom AQ, LLC. The project:

  • Includes 109 affordable homes, 49 of which are set aside for formerly homeless families

  • Will fund the construction of a regional mobility hub, bikeways, accessible walkways, and vanpool vehicles.


7. Residences at Liberation Park

The Oakland-based project was awarded $44.7 million and is led by Eden Housing, Inc, the Black Cultural Zone Community Development Corporation, and the City of Oakland. The project:

  • Includes 119 affordable homes

  • Will have units that accommodate home-based businesses as well as support a companion development with a market hall for commercial, co-working, and event uses

  • Will serve as an anchor of historic Black neighborhood in East Oakland


8. Sakura

The Sacramento-based project was awarded $38.2 million and is led by Mutual Housing California and Capitol Area Community Development Corporation. The project:

  • Includes 134 affordable homes

  • Will provide residents access to instructor-led programs and classes from Mutual Housing California’s experienced community development staff, including classes on financial literacy, health and wellness, digital literacy, and other topics chosen by the resident council

  • Will fund a transformative zero-emissions multiple-unit (ZEMU) train car for the new intercity rail line
